Sheep are powerfully driven by instinct to follow one another. If a single animal takes off in a certain direction, the entire flock will often surge after it without hesitation.
This herd instinct means a whole flock can pour onto a road, a bridge or a narrow lane at once, clogging the route far more stubbornly than any single stray animal ever could.
